Germany, actually it's practically right next door to Wacken. I don't even think it's 30mins away by train. Extremely convenient.
And though Wacken might not be the safest for a 13yr old, I wouldn't expect any problems with it at HOA. Actually I saw a girl there last year who looked to be about 7.
We will only have 2 weeks total, that includes time in the air going to Europe and back home. My wife wants to go to England, Italy and France, Paris to be specific.

That's not bad! She will be 15 by then, and she'd be safe with me, but I would not want her to wander off on her own. It would take some of the fun away for me. I'd rather leave her in Paris with my wife. I'd catch the train to Itzehoe from there.
Hm... if you want to do all that plus Wacken, it's going to be pretty hard... especially if you add in HOA. Unless she's going to go to some of those places while you're at Wacken.

Yeah, that's the plan, and we'd maybe skip England due to time limits. So mainly Italy France and Germany. Though I'd love to go to Sweden to be in the land of my ancestors.

Well it's just a loose plan as of now, we'll see how it works out as it gets closer.
Overnight sleeper trains would be worth considering as well.
