And they dared not act out publicy in support of the US led coalition until they knew it was safe, for fear of reprisals from Saddam later on (if he survives the war).

Saddam slaughtered the people who revolted only after George Bush Sr. withdrew his support from the revolutionaries allowing Saddam to kill them.
