It's more cynical than that. The previous state government worked up an enormous debt (they became so unpopular that they only won something ridiculous like 7 seats in parliament), and the current government has been working far too hard at getting the budget back, focusing on little else so it seems. That means (amongst other things), lots of voluntary redundancies and some involuntary ones too. The service can afford more involuntary redundancies about as much as they can afford to close more beds
Yeah that's shit. It's really sad when a government can rack up a huge debt and then just casually transfer it over to the taxpayers to deal with in the form of austerity and cutting services. The whole world is going that way and I hate to see what it will be in a few years.
