Homeowners insurance. If the owner was too stupid to have the one that covers water damage when they live near the water; FEMA or the homeowner themselves.

yeah me too .. the worst that can happen here is a sand storm ..
tho the roads gets flooded here when it rains heavily .. but i just avoid going throw these roads when that happens .
