This is essentially why I try to avoid Soundwave - the Australian equivalent, except it still sounds worse than the one you're describing

I can remember a FAQ about this, at the Progrock USA site.

And the price is about the same as in Wacken, except for the beer price and the camping. Better go here then,than to go to Heavy Montréal.

If I'm not mistaken, the Dynamo festival used to finish at 11:30pm. I am not sure what the legislation is nowadays. This was 20-15 years ago.
