Sure, but if you meet someone in person from Craigslist, you can inspect what you're buying before you do. I played with the GS4 for a good bit before buying it. If something had gone wrong afterwards, it would have sucked, but I still have the manufacturer to go through to cover defects.

That site is awesome. Full of scammers, sure, but also a lot of good deals. I've bought and sold tons of stuff on Craigslist.
