Stern is a lot better than the one I stayed in in the same neighborhood last time, for about the same price.

Stern is not like a youth hostel type place (which is the only cheaper option I know of), it's just a basic, simple, minimally staffed hotel. They call the rooms without in room WC hostel rooms. The ones I've seen, and shared bathrooms, seemed fairly well kept (granted, this was a couple years ago).
Www.tripadvisor.com has a ton of reviews on it, and other area hotels, you may want to look at to help decide.
