those rules sounds too strict

I don't really see the point. I mean, thus far, this forum has worked with basically only two rules - no spam as in spambots, and no racism. Besides that, you were just expected to be generally "nice". And it worked perfectly fine (minus a select tiny few bans, like Icedtears). It's unnecessary and I question how strict they're going to be with it. It does worry me.
