It's just that they want the sub forums (above) to be more strict. (I'm talking about Suggestions/Band wishes etc)

The "Talk" areas etc. are not considered in these rules. (as far as I did understand the explanation)

So... we don't have to take that into consideration, we can do whatever we want. (within "normal" limitations , whatever that may be)
