Regionalticket = single/group ticket which allows you to take all regional trains (RE, EB, IR, IRE) within one "land" (=state). As Hamburg is a state of its own, it doesn't make sense, so they allow all surrounding states. (but no further than Hamburg)

One person's ticket is of course more expensive than group ticket. And it's most local train from Hamburg to Itzehoe.
