no that's not common here. For the university you do have to make you Abi or Fachhochschule and that's about 13 years of school so 19 is a very common age over here to finish school when you're supposed to go to university

Abitur is the name of your educational gradification if you passed the final exams on gymnasium. Without I can't go to university
