they don't need to give that kid a fine (I did not see the vid, I just read it on a news site, but from what they described ) but if you ask me they should put a kid like that in a looney ward.

I think locking someone up there is sort of a fine too. A good one though

I am not a big fan of the American legal system, but they deal way better with animal abusers than we do.

In NL a animal is considered a thing, so it is only criminal when there is visible damage to the animal.

the us legal system sucks.. but for animals they atleast do something...

Most cases where it is one person doing damage to another person or another persons property result in jailtime, however along with that there are fees you have to pay for court etc so its a good package all around.
