Belgium has 10 million inhabitants.
Roughly there are 6 million Flemish speaking (Dutch) and 4 million French speaking. (and amoungst them approx. 100,000 German speaking)

A long while ago, a Belgian government decided to "draw" an artificial line through Belgium, deviding the country in 2 MAJOR linguistic groups. Flemish & French. But as Brussels is the capital of ALL Belgians, it had to get a different regime. (and I'm only talking linguisic stuff here)

In 1990 (or 1989/91, don't know the exact year) Belgium became a federal state like the US. Meaning there would be a government for each community AND region..
Following were there:
Dutch speaking community
Flemish region
Brussels region
French community
German community
Wallonian region.
(federal government of course)
The Brussels region is also devided in French Brussels community and Dutch Brussels community.

The Dutch/Flemish have then united into ONE state government. (like US states)
The French couldn't do this (yet)

In between time, Flanders is economically exploring and doing well, as Wallonian economy is "hanging" and deteriating (but this point is open for debate!) Therefore Flemish people (via taxes) have to "pay" the "lazy" Wallonians, and they don't want to. Besides, (as is Flemish statement) Wallonian people do not speak a word of Dutch/Flemish, even though it is the BIGGEST (linguistic) community in Belgium. (The other way around isn't that much better btw, but "we" do not wish to know, "we" being the Flemish)
