With the remark that "state" here is not a state, but province. (the legenda) and the Ostkantons are east form Malmédy. (not mentioned at all)

State capitals are Brussels (Flanders, by arrogance, 'cause it is outside their territory) and Namur (for Wallonia). Eupen is the capital of the Ostkantons.
