not really...some sort of chemical to make sure the snow stays frozen at higher temperatures. It's what they use at Appalachian ski resorts here, because the snow fall is so wimpy usually.

Many apartment buildings ban dogs, but not the city in general...there'd be too much of an outcry over that.
