Oh yeah . . . understood. Well, I can't recall all the details, but the patrols are supposed to collect money from all the people for the smallest offence like drinking alcohol, singing on the street, spitting, begging etc. They want conditions like in Singapoor, where they rip you off hundreds of dollars for just chewing a bubble gum.
