I thought it had to do with transfers from the central government to local governments, but not only concerning money, but the management of some public services such as health or education.

Anyway, I'm not a native english speaker, so forget it :D

Sometimes it's not easy to translate all staff correctly if you read Mecroeconomics in English

yeah because my professors use a lot of words in English only. And then you know the English word and the meaning in German, but you don't find the right German word. Sometimes really terrible.
