What's the difference?

The government employees take days off that they consider holidays - like our remembrance day - but that are NOT considered "holidays" by the province. Everyone else (who is not a government worker) has to work on those days.. so for those I do not get paid. I can't go in to work because no one is here so I am forced to take the day off without pay.

Correct me if I'm wrong, but if a holiday is e.g. recognised in QC, but not in ON, you won't get paid? Or do I see something wrong?

Because I work in Ontario I am paid only for holidays that are recognized here but yes you have it right.
