But the whole area is sort of blocked. Even the last rest place before Wacken (A23) is full (and black)!

Try to pass the Elbetunnel either BEFORE peek hour, ow wait AFTER peek hour. If you're stuck in those traffic jams, you're stuck for several hours. (a general advice for all btw)
