What I don't understand is that it's only the sites... icq and such are still working, so it's not that the internet brakes down

uhm, you need a modem for internet, or do you have a fiber connection (which I doubt)?

maybe lots of other people in your area are also surfing the internet, ICQ doesn't need much

well if you are using a phone line (or ADSL, or other xDSL which go over phone lines) you have a modem...

I don't have any clue about the technical stuff... as long as I turn on my comp and get internet when I click, I am fine
