no, some house is for sale.
and like between 10 to 20 people reacted on it.. so they all want to buy it.
so the lottery is held to see who can get it.

it does not exist in italy.. we've auctions but nothing more

but it's a special project.
this apartments used to be social housing... but they look pretty good.
