someone was telling me that he had to apply for an international drivers license in order to drive around europe, he had to apply for it at the dmv here in the states or something like that. i dunno though, i never really looked into getting one

I am dead sure you are not allowed to drive in NL with a US license, but how about the neighbours?

No, there are some US states, which have similar policies about driving and stuff so you are allowed to drive at least in Germany (don't know about the other European countries though) with a license from those states. For example WA is one of those states. It's kinda complecated though.
