In austria we would say 7 th floor because we start with ground floor, then 1st floor follows. All in all we have ground floor + 8 floors.

now there's a new law for some years saying new buildings mustn't be higher than ground floor + 5 floors. Thr higher ones were builded in from 60s - early 70's when people had a lot of children and needed flats badly.
