I'd say, anybody who isn't there on a regular basis. I pretty much life in the suburbs of Amsterdam so I'm not a tourist. But when you're dutch and you say stupid stuff like "it smells like weed everywhere" sounding genuinely surprised when you're in amsterdam, yeah than you're a tourist. And...- agresionpower
