Why not? I could go to a country, and be treated as a local, even though I am not! (except in Belgium, where I'm a local, but they hear I'm a foreigner! )
I can also have me treeated as a foreigner, by just speaking English! And trust me, I have an native English accent. (not Brittish, I might add)

I remember one time at HOA a few years ago there were two Germans talking to each other in English. One guy was struggling a little, then the other was like "haha I'm German" and the first guy was like "you arsehole! "
