Surely what they really mean by that is "exactly where can I buy a tent in Germany for a reasonable price?" or "can I buy a tent in Wacken village itself?"...right?

Which reminds me...every medium to large sized festival should have a "cozy camper" type shop like Bloodstock Open Air. 'twas a life saver when:
a) I realised I didn't bring cutlery and
b) when I woke to find my tent broken beyond repair
