it's like when you say 'es ist' then it sounds to me like there's something missing. Like a sentence has to follow. If you wanna just agree on something it's 'ist es'

nope, it was perfectly fine without it. You usually only use that 'zu' if there's a 'um'.

It's actually one term: 'um... zu' So you need the one to use the other.
