In Belgium you can do that when you're 17, as long as your car is marked with an "L", the "teacher" is 25 or older and insured, and has had his/her driver's license for more than 3 years.

Not my idea of safe streets.

this seriously is an issue where I think it's good that Germany is less open minded. They were even fighting about allowing the driver license with another person in the car for 17 year olds
