So basically, you can't vote at all, or you would be able to vote if they held one in the area you actually live?

Well I don't live in any city. I'd only be able to vote if they held it in the county, or obviously in the state or country. (Counties are smaller sections of the state, sort of like states within a state)

Well the major elections are either national or state. It all depends on what level it's on. The alcohol thing was only city-wide, so only people living within that city could vote for that city.
